I found that the best way to test any problem you have with a mouse is with another mouse. Of course sometimes people don't have 2 or 3 PC Mice laying around but if you do have one then it's your best bet to check to see if the problem is gone once you try the new mouse.
So far I was having a problem with the Dell M/N:M-UAV-DEL8 MOUSE
I swapped it out with Microsoft mouse and so far so good...
